U.S. District Court Allows Dominion Energy to Resume Offshore Wind Project

On January 16, 2026, the U.S. District Court for the Eastern District of Virginia granted Dominion Energy's request for a preliminary injunction, allowing the Coastal Virginia Offshore Wind (CVOW) project to resume construction. The decision counters the Bureau of Ocean Energy Management's order to suspend work on the CVOW project for 90 days. The CVOW project, a critical component of Dominion Energy's diverse energy supply strategy, is set to generate 2.6 gigawatts of energy, sufficient to power up to 660,000 homes. Dominion Energy will continue to focus on safely restarting the project while also seeking a resolution through cooperation with federal authorities.
