Energy Fuels Inc. Resumes Toliara Project in Madagascar After Lifting of Suspension
Summary
Energy Fuels Inc. and the Government of Madagascar have entered into a Memorandum of Understanding (MOU) on December 5, 2024, to resume the Toliara titanium, zirconium, and rare earth elements (REE) project in southwestern Madagascar. The project's suspension, originally imposed in November 2019, was lifted by the Madagascar Council of Ministers on November 28, 2024, allowing the Company to continue project development and reestablish community programs. The MOU outlines the terms for the project's development, including a 5% royalty on mining products, $80 million in development and community funding, and community and social investments in the Atsimo Andrefana Region. The Company is progressing towards a final investment decision (FID) expected within approximately 14 months. The Company will also work with the Government of Madagascar to formalize the terms through a Stability Mechanism, which may include an Investment Agreement and/or amendments to the existing large-scale investment mining laws.
